guys i need help, my steam wont close

Have you tried using the task manager and forcing it to quit yet?

Hit Cntrl+Alt+Delete and look for Steam.exe under the tab Processes.
Click on it and hit the lowest button on the right which should be called Kill process or something.

Or just hold down the power button until it shuts down.
