[Request] Valyria becoming a true survival world

Valyria is the city generated world that we've had for a while now, and I recently started playing survival there...which is pretty hard as there are almost no natural resources like seeds, wood is scarce ect.

Unfortunatly, almost everyone can come to Valyria and go into creative mode.
Thus, possibly destroying the entire economy.

My request, for Valyria to get all the permissions that Ghis currently has to make it a true survival world.
It should be a quick copy/paste in the perm file.

And now that's fixed, here's some rules:

Rule #1: There are no rules
Everything is allowed except cheating.
